It was part of Guskin's personal report to the Alumni Association  Board.  I 
served on the board between 88 and 94, and I believe it was  either the first 
or second year.  The decision to get out of the Law School  was actually made 
by the AU BOT before Guskin arrived, but he had to execute the  transfer.  
 
By 1988 the DC establishment was thoroughly Reaganized -- and the Democrats  
were long gone from ideas about Great Societies and Wars on Poverty.  One  of 
the key reasons the Law School never got the kind of sponsorship it might  
have had 25 years earlier.
