The acting president is an acting president primarily because
the operations of the institution require someone to hold that
position  (operations such as reiterating termination letters).
Its clear that Bloch is mostly doing what the Chancellor tells
him to do, and that he feels he has very little leeway in
interpreting those orders. 

The continued refusal to allow admission of first year students
is inexplicable, and the University Admin (and Bloch) puts the
blame back on the Trustees- "the trustees aren't committing to
multiple years, we can't admit students". 

Its interesting that a university administration that apparently
developed a plan of closure while the college was admitting
students, suddenly now has a pang of conscience on what we tell
new students.
