The rest of the article at the link provided mentions the
circular nature that you have to have faculty to have students,
you have to have students to have faculty, and that we can't
plan faculty levels without knowing what the student levels will
be next year.

We have long been told that we cannot even ACCEPT new interested
students, much less recruit actively, due to the University
notifying the OBR that the College would not be operating past
Dec 2008. The Trustees Resolution states that we had to develop
a plan to submit to OBR to petition to continue degree-granting
ability beyond the Dec 2008 date. However the comments in the
article from the OBR representative appear to state that the
decision to not continue granting degrees beyond 2008 is a
voluntary decision by the University; that the University can
decide itself whether to 'teach out' current students and close
operations, or continue enrolling new students and granting
degrees. OBR has apparently not can canceled their certificate
'issued' (?) to the College despite what the University has
informed them regarding suspension of operations.
