The quote is from Frank Shea, Dec 1975. Obviously he didn't say
"university".. at the time the "college administration" was
essentially the admin running the network, and the "yellow
springs campus" was the undergraduate program in YS.

The document is titled "Eight questions and fewer answers in the
form of a non-doctrinal financial catechism."

Other comments from Shea in other 1975 documents include:
"In their minds the Central Administration comprises the
College. There, vested in three College Officers, lies the
source for accreditation, the whole history of intellectual
distinction, the accumulated educational expertise and external
high regard. As I said to the Executive Committee of the Beard
on April 11, 1975, when the Trustees approved the national
College, Jim Dixon and Morris Keeton and Bill Warren, at least
in their own minds,
became 123 years old."

"Setting goals, motivating their attainment, galvanizing
the human energies through which alone they can be realized --
these all must enter into any adequate understanding of
financial management"
