Sorry, you have not "done something" until you have funded it and executed  
it.  
 
I would very much have preferred that George Bush had only planned an Iraq  
war, but that it didn't happen because it was not funded.  
 
Maybe if the Cotton Kings of the South in the 1850's -- the large  plantation 
owners and the cotton broker class, had refused to finance the  Confederacy, 
the Civil War might not have happened.  
 
There are many what if's in History, and it is fun to speculate about  them.  
But doing so does not define current realities.
