Well, it's pretty clear that the BoT is a rubber stamp: "July 2008: 
Board of Trustees  approves implementation ... Board of Trustees 
approves detailed ... Board announces the creation ..." whereas 
"Chancellor establishes a Design ..."

Does Antioch really need another executive with his own vision of the 
future and the will to impose it on the school?
